The GIS Paluan Risk Mapper is a responsive web application that aggregates, stores, and displays geospatial data related to flood, landslide, and storm‑surge risks across Paluan. Built on a PostGIS‑enabled PostgreSQL database, the system ingests hazard layers, historical incident reports, and community‑generated observations, then renders them on interactive Leaflet maps with customizable symbology and filters.

Key features include layered risk visualization, real‑time incident reporting via a mobile‑friendly form, role‑based access for MDRRMO staff, and exportable PDF/CSV reports for planning workshops. The platform also provides a dashboard with analytics on risk exposure per barangay, helping decision‑makers prioritize mitigation resources and improve community resilience.

Designed for scalability and easy deployment, the application runs in Docker containers and uses TypeScript throughout the stack for maintainability. Its open‑source nature allows other local government units to adopt and adapt the solution for their own disaster risk management needs.
